One major shift for MOSAIC LSA is higher gross weight, although no limit is specified. LSA are limited by regulation to 1,320 pounds (110 pounds more for seaplanes) and clean stall at 45 knots. Panelists agreed that higher aircraft weights allow more robust airframes, greater fuel loads, and more seating capacity.

To many pilots that means a Cessna 172 Skyhawk or larger, implying at least 2,400 pounds of gross weight with four seats and moderate performance. The FAA proposed 250 knots, and I know of no designs in the LSA/MOSAIC space that can cruise at such a velocity. Clean stall speed will rise from 45 knots to 54 knots or more.
