Yaw dampers are turned off at landing and takeoff so that the pilot is able to positively identify a malfunctioning engine. If the yaw damper is still active when an engine fails on takeoff or landing, itll automatically compensate for the yaw caused by the engines lack of thrust. The elevator and rudder control are left to the pilot.
