On my relatively high powered Vans RV-9A , flaps are not a critical item, unless the runway is short. Taking off with full flaps makes the plane levitate off the runway at lower speed but does not create a hazard to flight. With a do list, if it gets lost in the cockpit or is missing from the airplane, you cant fly.

Taxiing Kuwait Airport When we made it out to runway 33L, we had to wait for about five minutes, as two jets were landing. As soon as we started our descent, the seatbelt sign was turned on, and the crew prepared the cabin for arrival.
