These organized folks do not find out the runway is closed when they see the large lighted X’s on short final. They read the NOTAMs “before” they take off into the wild blue yonder. ATC clearance readbacks are one example. The best folks I have flown with know this and are prepared.

MRPV is closer to San Jose’s city center than MROC but has a shorter (5,905-foot) runway and restricted hours of operation. In the case of tech stops, arrival cards are not needed, and CIQ clearance is not required so long as crew/passengers do not embark/disembark. No fees are associated with CIQ clearance in Costa Rica.

There are no controllers, but there is highly trained person in the tower, dispensing altimeter settings, and traffic information, and generally doing everything a tower controller does except issue clearances and instructions. They didn't want to listen through that tedious NOTAM that every Canadian airport with a STAR has up right now.

I called the clearance delivery number on the OXB NOTAM but they gave me another number to call. I could not get my Bluetooth headset to connect so the I tucked the iPhone up under my ear seal and picked up my clearance and release. I decided to depart VFR and pick up my clearance in the air if I needed it.

We departed from Sodus VFR, picked up our IFR clearances in the air, and proceeded direct to St Clair County Airport (KPHN) just on the Michigan side of the border with Canada. Per the chart, the field generally has fuel available and, while there was no NOTAM about fuel being unavailable that day, I could not find a fuel price in ForeFlight.
