It’s technically an IFR procedure, but can be used by any pilot to assure clearance from obstacles. It’s used by aircraft operating under Instrument Flight Rules (IFR – flying in the clouds). Since I filed an IFR flight plan, I requested the Flagstaff One SID. We did both!
