In the case of tech stops, arrival cards are not needed, and CIQ clearance is not required so long as crew/passengers do not embark/disembark. Upon arrival passengers will be escorted by the ground handler to a separate CIQ/agriculture clearance line in the main commercial terminal.

Dan received his taxi clearance, then offered that the whole process works better when the chocks are removed before engine start.
