Flexjet pilot unsure of runways before Southwest’s critical Chicago go-around

After speaking with the Southwest flight crew, NTSB investigators established that as they continued their authorized approach both the captain, who was flying, and the first officer noted seeing a general aviation aircraft taxiing on a surface perpendicular to their runway and assumed it would be holding short of runway 31C.
