At a press briefing on Saturday, NTSB member Todd Inman said the flight data recorder and ADS-B data put the regional jet at 325 feet AGL at the point of impact, plus or minus 25 feet while the controller’s console showed the helicopter at 200 feet, the ceiling of the flight corridor it was flying at the time.

Around 13 seconds before touchdown as the aircraft was descending through 153 feet above ground level (AGL) the TSB said the CRJ900s indicated airspeed increased to 154 knots whereas the ground speed did not change appreciably, consistent with a performance-increasing wind gust.

The ceiling is 800 ft overcast. The reason why the crew operated the aircraft outside of limitations and continued an unstable approach that resulted in an accident, was that they were racing another jet to the runway. The GOM also called for the airspeed to be “on target” at such altitudes respectively.

For example, ground-based systems that require a line of sight may have relatively limited coverage below 5,000 feet above ground level (AGL).
