Around 13 seconds before touchdown as the aircraft was descending through 153 feet above ground level (AGL) the TSB said the CRJ900s indicated airspeed increased to 154 knots whereas the ground speed did not change appreciably, consistent with a performance-increasing wind gust.

The route is simple, GPS direct, but…there’s my personal 1,000-foot en route ceiling requirement, and those silly Smoky Mountains. But if I was going VFR over strange territory, I would want lots more than 1,000 feet agl. The 1,000-foot en route ceiling means that approach minimums never come into question.

For example, ground-based systems that require a line of sight may have relatively limited coverage below 5,000 feet above ground level (AGL).

We had light winds, good visibility, full cloud cover, and ample ceiling heights. What was changing, however, wasn’t the visibility, or ceiling heights, or wind—at least not perceivably. Then, descending through just a few hundred feet AGL, and a few hundred yards from the end of the runway, the turbulence diminished.

I checked the weather by phone and was assured it would be great CAVU (ceiling and visibility unlimited) with 2-3-knot winds from 090 degrees. I reached into the cockpit instantly and pulled the throttle to idle. With nothing to lose, at a little over 1,000 feet agl, I started a turn to the left, looking for a place to land.
