To start our flying day I must stress the most important part of flight planning, ADM, Aeronautical Decision Making. I called the clearance delivery number on the OXB NOTAM but they gave me another number to call. 7 IMC, finally breaking out into VFR as we approached the CVI VOR. Departure Day!
